In the film, MacArthur is a highly respected and controversial American military leader during World War II and the Korean War. The story begins in 1942 as General Douglas MacArthur arrives in the Philippines to aid in the defense against the Japanese invasion. He forms a close bond with the Filipino people and vows to return if the Japanese succeed in taking over the country.

As the war progresses, MacArthur is involved in several key battles, including the Battle of Bataan. Despite facing overwhelming odds, he refuses to surrender and is eventually forced to leave the Philippines. Before departing, MacArthur famously states, "I shall return."

The film also explores MacArthur's personal life, particularly his relationship with his wife Jean (played by Ann-Margret). Their marriage faces challenges due to MacArthur's dedication to duty and frequent extended absences.

After World War II, MacArthur is appointed as the Supreme Commander of the Allied Powers in Japan and plays a significant role in the country's post-war reconstruction. However, his actions and decisions create tension with the Japanese government and lead to political controversies.

The story then shifts to the Korean War, where MacArthur is given command of the United Nations forces. However, his ambition and desire to win the war lead him to defy President Harry Truman's orders and push for a full-scale invasion of North Korea and even consider using nuclear weapons. Truman regards this as insubordination and removes MacArthur from his command.

The film concludes with an aging MacArthur returning to West Point, where he visits his old friend, General Lucius D. Clay (played by Ed Flanders), and reflects on his life and his military career. The West Point visit serves as a framing device for the flashbacks that make up the majority of the film, allowing MacArthur to narrate his experiences and provide insights into his thinking and motivations.
