In the aftermath of the tragic events at the 1972 Munich Olympics, the Israeli government forms a covert operation to bring the responsible individuals to justice. Avner Kaufman (played by Eric Bana), a young and skilled Mossad agent, is chosen to lead this team of agents, which includes Steve (Daniel Craig), Carl (Ciarán Hinds), Robert (Mathieu Kassovitz), and Hans (Hanns Zischler).

Avner and his team embark on a secret mission to track down the perpetrators of the Munich attack, working under the codename "Operation Wrath of God." They travel across various countries in Europe, tracking down the members of the Palestinian terrorist group known as Black September, responsible for the Olympic massacre.

As Avner and his team conduct their covert operations, they face numerous challenges and moral dilemmas. They begin to question the morality of their actions and the entirety of their mission, as they encounter innocent people inadvertently caught up in the Israeli-Palestinian conflict.
