In the world of Blame!, the sprawling and ever-expanding city is known as "The City" or "Megastructure." It was initially created by humans, but due to an infection known as the "Safeguard Protocol," the city's automated systems have gone haywire and started hunting down humanity instead of protecting them. The city is made up of countless layers and levels, stretching endlessly in all directions, making it nearly impossible to navigate or escape.

In this dystopian future, one of the few remaining human enclaves is called the Electro-Fishers. They survive by scavenging for food and resources in the dangerous and heavily guarded lower levels of the city. Led by their leader, Pops, and his surrogate daughter, Zuru, the Electro-Fishers are on the brink of extinction. Their food supplies are running low, and the Safeguard relentlessly pursues and eliminates any humans it detects.

Desperate to find food for her village, Zuru embarks on a perilous journey into the treacherous depths of the city. However, her presence is detected by an observation tower, which triggers a response from the Safeguard. A pack of highly advanced and deadly machines is dispatched to eliminate Zuru.

In the face of imminent doom, Zuru's companions are swiftly killed, and all escape routes are cut off. But just when it seems hope is lost, a mysterious and heavily armed traveler named Killy appears. Killy is on a quest to find the Net Terminal Genes, the only thing that can stop the city's chaotic expansion and restore order to the world.
