In the film "Cliff Walkers," set in the 1930s, the puppet state of Manchukuo is under Japanese control. The story revolves around four special agents from the Chinese Communist Party who have completed their training in the Soviet Union and return to China. Their objective is to carry out a top-secret mission known as "Utrennya," aiming to eliminate a traitor within their ranks.

Upon arriving in Manchukuo, the agents find themselves immediately surrounded by danger. They parachute into the mission area and soon discover that they have been betrayed by someone within their own team.
