Seondal: The Man Who Sells the River is a 2016 South Korean historical comedy film directed by Park Dae-min. It is based on the fictional character Kim Seon-dal, a famous con artist during the late Joseon Dynasty.

The movie tells the story of Bongyi Kim Seon-dal, played by Yoo Seung-ho, who is known for his wit, charm, and exceptional skills in deceiving people. Alongside his three partners, Gyeon (Ko Chang-seok), Mae-hyang (Ra Mi-ran), and Sani (Xiumin), Seon-dal embarks on various scams and swindles to make a living.

One day, a massive scam opportunity presents itself to Seon-dal. Hearing about the construction of the "Taedong River," a seemingly impossible project that requires an enormous amount of money, Seon-dal decides to take advantage of people's desperation. He concocts a plan to sell them the water from the Taedong River, promising that it possesses magical healing properties.

To execute their elaborate scheme successfully, Seon-dal and his team create a fake dam, counterfeit documents, and gather a group of actors to play the roles of Japanese engineers overseeing the construction. As their ploy gains momentum, Seon-dal manages to convince numerous desperate individuals to invest money in the fictitious project.

However, their scam catches the attention of a powerful government official, Jo Yoon (Cho Jae-hyun), who also desires to profit from the Taedong River project. Jo Yoon decides to bring down Seon-dal and his gang and schemes to expose their fraudulence.

The confrontation between Jo Yoon and Seon-dal escalates, leading to a series of hilarious and tense moments. As the con artist and the official engage in a battle of wits, it becomes a race against time for Seon-dal to outsmart Jo Yoon and escape the consequences of his actions.
