In the movie The Fool, the central character is Dima Nikitin, a humble plumber living in a rundown town. One day, while working on a routine plumbing issue, he discovers a major problem in an old dormitory housing 800 people. The building is on the verge of collapsing, and the lives of the inhabitants are at immediate risk.

Dima soon realizes that the corrupt local authorities, including the mayor and the bureaucrats responsible for the dormitory's maintenance, are well aware of the dire situation but deliberately choose to ignore it. Frustrated by their indifference, Dima decides to take matters into his own hands.
