In the movie "Bells Are Ringing," Ella Peterson is a switchboard operator who works for Susanswerphone, a telephone answering service located in the basement of a building in New York City. Ella's job involves listening to the phone calls of various clients and taking messages on their behalf.

Ella is a naturally curious and compassionate woman who becomes deeply invested in the lives of the people she interacts with over the phone. To make her own monotonous life more exciting, she assumes different identities while talking to her clients, offering them advice, support, and encouragement.

One day, Ella connects with a struggling playwright named Jeffrey Moss, who has been struggling with a severe case of writer's block. Ella becomes determined to help Jeffrey find his inspiration and become successful again. She disguises herself as "Melisande Scott," a beautiful and sophisticated woman, and leaves a message for Jeffrey to call her at the phone booth outside of his apartment building.

When Jeffrey receives the message, he is immediately intrigued by Melisande's voice and arranges to meet her at a local bar. Ella, disguised as Melisande, shows up and captivates Jeffrey with her charm and wit. The two quickly form a strong connection and start spending more time together, with Ella continuing to pose as Melisande.

As their relationship blossoms, Ella falls in love with Jeffrey, but she struggles with the fact that he knows her only as Melisande and not as herself. Meanwhile, Ella's meddling in the lives of other clients at the answering service begins to have unintended consequences. For instance, she helps a dentist named Dr. Kitchell pursue his dream of being a songwriter, even though his wife is suspicious of his sudden musical aspirations.

Complications arise when Inspector Barnes, a suspicious detective, begins to investigate Susanswerphone, suspecting that some illegal activities are taking place in the basement office. Ella must navigate this potential threat while also trying to reveal her true identity to Jeffrey and convince him that she is the muse he has been seeking.

In the end, Ella's true identity is exposed, and Jeffrey realizes that she is the one who has been inspiring him all along. They share a heartfelt reunion, and Jeffrey's writer's block is finally overcome.
