In the movie Cats & Dogs, after the professor develops a vaccine that eliminates human allergies to dogs, tensions rise between the feline and canine communities. The central plot revolves around Mr. Tinkles, an evil Persian cat who believes that with humans no longer allergic to dogs, dogs will become the dominant pets, overthrowing the cats' longstanding supremacy.

To prevent this, Mr. Tinkles organizes a secret feline alliance called "MEOWS" (Mice Enslavers of the World) to destroy the professor's formula and retain the balance of power. Meanwhile, Lou, a naive and enthusiastic Beagle puppy, becomes an unwitting participant in the conflict when he is chosen as the rookie agent of the covert dog organization, "DOGS" (Dog Operations Great Service).

Under the guidance of the seasoned canine spy Butch, Lou must prove himself and assist in protecting the professor's formula. Alongside a team of highly trained dogs, including their gadget guru Peek, Butch and Lou embark on a dangerous mission to safeguard the vaccine from Mr. Tinkles and his feline minions.

As the battle between cats and dogs escalates, humans remain oblivious to the secret war taking place right under their noses. The conflict becomes increasingly comedic as the two sides engage in elaborate schemes, high-tech espionage, and over-the-top pet hijinks, all while attempting to outsmart and outmaneuver each other.
