"The Emperor and the Assassin" recounts the historical events that took place during the Warring States period in ancient China. The film focuses on the King of Qin, Ying Zheng, who seeks to unify the seven warring states into one empire. To achieve this, he plans to assassinate two rival Qi state rulers, Duke Yu and Duke Ping, and conquer their lands.

To execute his plan, Ying Zheng sends Lady Zhao, his beloved concubine, to the Qi state as a spy. Her mission is to become the queen of Duke Yu and bear him a son who will eventually become the king's assassin. Lady Zhao reluctantly agrees and leaves Qin, torn between her love for the king and the guilt of betraying Duke Yu.

In the Qi state, Lady Zhao gains Duke Yu's affection, becomes his queen, and successfully gives birth to a son named Chengqian. However, as she spends more time with Duke Yu, Lady Zhao witnesses the king's thirst for power and cruelty, which greatly disturbs her. She starts questioning her loyalty to the king and his grand plan to unite China through bloodshed.

Meanwhile, in Qin, the King becomes increasingly paranoid and ruthless, employing harsh methods to maintain control over his subjects and eliminate threats to his power. He orders the construction of the Great Wall and creates a legion of ruthless warriors known as the Fishscale Army. The intensity of his actions further erodes Lady Zhao's faith in the king's righteousness.

As Lady Zhao's emotional turmoil deepens, she begins to sympathize with Duke Yu, who is portrayed as a wise and benevolent ruler. Her growing admiration for the Qi state's way of governing and the genuine care Duke Yu shows towards his people further strains her loyalty.

Eventually, Lady Zhao's hidden feelings for Duke Yu are discovered by her servant, Jing Ke, who is unaware of her true mission. Jing Ke, desperately in love with Lady Zhao, seeks to protect her from the king's wrath and decides to take matters into his own hands. He plans to assassinate Ying Zheng and put an end to the king's tyrannical reign.

As the film approaches its climax, Lady Zhao is forced to make a difficult choice between her love for Duke Yu, her loyalty to the King of Qin, and her inherent desire for peace. The viewer is left to witness the tragic consequences that unfold as political conspiracies, emotional conflicts, and personal sacrifices collide in a battle for power and love.

"The Emperor and the Assassin" explores themes of loyalty, power, duplicity, and the moral complexities of achieving unity through violence.
