"The Emperor and the Assassin" recounts the historical events that took place during the Warring States period in ancient China. The film focuses on the King of Qin, Ying Zheng, who seeks to unify the seven warring states into one empire. To achieve this, he plans to assassinate two rival Qi state rulers, Duke Yu and Duke Ping, and conquer their lands.
To execute his plan, Ying Zheng sends Lady Zhao, his beloved concubine, to the Qi state as a spy.
