In the world of Mortal Engines, Earth has been devastated by a catastrophic event known as the Sixty Minute War. To survive, cities have evolved into giant mobile entities called traction cities, equipped with massive wheels and engines. These immense cities wander around the planet, scrounging for resources and "devouring" smaller cities to sustain themselves.

The main protagonist, Tom Natsworthy, works as an apprentice Historian aboard the enormous London, one of the most powerful traction cities. During a sudden attack by a smaller city, Tom witnesses a mysterious young woman named Hester Shaw attempting to assassinate Thaddeus Valentine, London's powerful Head of the Guild of Historians.

Tom saves Valentine from Hester's attack, but Hester manages to escape. Curiosity and a sense of duty lead Tom to chase after her. In the process, he is cast out of London and is left stranded in the desolate wastelands. Hester, seeking revenge against Valentine for her mother's murder, reluctantly teams up with Tom.
