In the movie Out of Scale, Donald Duck, an avid train enthusiast, has built an elaborate ride-on sized train layout in his backyard. However, there is a problem - a large tree that is home to Chip 'n Dale, two mischievous chipmunks, is completely out of scale with the rest of the layout.

Not wanting to disturb the natural habitat of the chipmunks, Donald decides to move the tree temporarily while Chip 'n Dale are out gathering food. Unbeknownst to Donald, the chipmunks return to find their beloved tree missing and are bewildered by the sudden change in their surroundings.

To make amends, Donald comes up with a creative idea. He decides to build a model house that is perfectly scaled to match the chipmunks' size. This miniature house becomes their new home, complete with tiny furniture and all the comforts they need. Chip 'n Dale are excited to see the effort Donald has put into making them feel at home in this new, perfectly to scale environment.

However, keeping a scaled-down house for the chipmunks soon becomes a challenge as they quickly outgrow the space. Chip 'n Dale, being their mischievous selves, expand the house by tunneling through the miniature walls, creating a network of passageways within the model house.

In the meantime, Donald faces other obstacles in maintaining his train layout, including repairs and other unexpected events. Through a series of comedic incidents, Donald's ride-on train layout experiences several mishaps, all while Chip 'n Dale continue to make their presence known by sneaking into the train tracks and causing mischief.

Along the way, Chip 'n Dale strike up an unlikely friendship with a few neighborhood animals, including a playful squirrel and a curious rabbit, who discover their hidden tunnel system within the model house. Together, they embark on their own adventures, exploring different parts of Donald's backyard and occasionally interfering with his train operations.

As the movie progresses, the chipmunks' adventures intertwine with Donald's, creating a humorous and heartwarming story of friendship, understanding, and appreciation for the natural world. Ultimately, Donald realizes that the out-of-scale tree is an integral part of the ecosystem, and with the help of his new furry friends, finds a clever solution to incorporate it seamlessly into his train layout.
