Set in the heart of Harlem during the 1970s, "Cotton Comes to Harlem" follows the story of Rev. Deke O'Malley, a charismatic and influential African-American leader who presents himself as a preacher advocating for social change. O'Malley convinces Harlem's African-American population to donate small sums of money, promising that these donations will secure them parcels of land in Africa.

However, Detectives Gravedigger Jones and Coffin Ed Johnson, two seasoned New York City police officers, become suspicious of O'Malley's activities and decide to investigate the matter further. Their suspicions are confirmed when they discover that the cash donations are being smuggled inside bales of cotton, with the intention of being shipped overseas.

As Jones and Johnson dig deeper into the scam, they uncover a complex web of corruption and deceit. O'Malley is not the only one involved; he is part of a larger network of criminals, including rival gang members, corrupt politicians, and even some fellow police officers.
