In the movie Outland, the honest marshal, named William O'Niel, finds himself in a remote and corrupt mining colony on Io, one of Jupiter's moons. The colony is controlled by the powerful and unscrupulous company known as Con-Amalgamate.

While striving to maintain law and order in this hostile environment, O'Niel discovers that there is a violent drug ring operating within the colony. This drug, known as "the blue juice," is illegally trafficked and consumed by the miners, causing increased aggression and ultimately leading to fatal consequences.

As O'Niel starts to investigate the drug ring, he realizes that the company is involved in the trafficking. Their ruthless representatives, including the colony's manager Mark Sheppard, have allowed this illicit operation to continue unchecked as it maximizes productivity and profit. Unwilling to compromise his principles, O'Niel decides to confront the drug ring head-on, determined to bring justice to the colony, even if it means risking his own life.
