As Steve Clark delves deeper into investigating the strange behavior of his high school classmates, he discovers that the Blue Ribbons are not just academically advanced, but they also follow a strict code of conduct enforced by Dr. Caldicott, the school's psychologist. The Blue Ribbons' behavior is the result of an experimental program called the "New Dawn," which aims to eliminate the rebellious and destructive tendencies in teenagers, turning them into perfect, conforming individuals.

Steve and Rachel uncover that the New Dawn program uses a form of mind control, achieved through implanted computer chips that regulate the students' impulses and emotions. The chips erase their individuality and suppress any nonconformist behaviors. Gavin became part of the Blue Ribbons after undergoing this procedure against his will.

As Steve and Rachel dig deeper, they find out that the New Dawn program has a dark side. The teenagers who resist the program are sent to a secret facility called the "referral room," where their behavior is brutally modified through aversive techniques. The program manipulates parents into believing that their children need help for their behavioral issues, allowing the Blue Ribbons to recruit more members.

Steve and Rachel become prime targets as they threaten to expose the truth. Driven by their rebellion and desire to free their peers, they join forces with other outcasts and devise a plan to dismantle the New Dawn program. With the help of a sympathetic teacher, they manage to obtain evidence of the program's existence and the harm it inflicts on teenagers.

In a climactic showdown, Steve and his allies confront Dr. Caldicott and his team. A chaotic battle ensues, leading to the destruction of the New Dawn facility. However, Dr. Caldicott escapes, leaving the possibility for a sequel.
