Paulie starts his journey with the little girl, named Marie, who becomes his best friend. Through his intelligence and ability to mimic speech, Paulie helps Marie overcome her stutter and speak fluently. However, her father, feeling concerned about her strong belief that Paulie can talk, takes the parrot away, believing it is affecting Marie's grasp on reality.

Separated from Marie, Paulie finds himself in a pawn shop owned by a kind-hearted man named Misha. Paulie entertains the customers with his talking abilities but ends up being sold to an aging widow named Ivy, who sees Paulie as a companion to fill the void in her life. Unfortunately, Ivy's unstable mental state leads her to become possessive and overly protective of Paulie, making him feel trapped.

Paulie's next stop is with a Mexican-American troubadour named Ignacio, who appreciates Paulie's talent and allows him to accompany him on his musical journey. Together, they travel across the country, performing and spreading joy to the people they encounter. However, their journey takes an unexpected turn when a thief named Benny steals Paulie, intending to make a profit by showcasing the talking parrot.

Benny's plans are foiled when he realizes that Paulie's ability to talk is not constant and only activates through genuine emotional connections. Frustrated, Benny leaves Paulie stranded, and the parrot eventually ends up in the research institute, where he is neglected and forgotten. Despite his intelligence, Paulie struggles to communicate with the humans at the institute, as they view him simply as a subject for research.

The Russian immigrant janitor, named Misha, becomes Paulie's only source of compassion and understanding. Through their interactions, Paulie shares his story, highlighting his longing for freedom and reunification with Marie. Misha sympathizes and helps Paulie escape the institute, embarking on a mission to find Marie.

In a heartwarming climax, Misha locates Marie, who has now grown up and become a speech therapist. Reunited with his beloved friend, Paulie once again helps Marie and her patients by using his remarkable communication skills. Their bond reaffirmed, Paulie and Marie enjoy a renewed friendship, leaving behind the hardships they faced throughout their journey.
