In the film Little Fish, the protagonist, Tracy Heart, is a woman in her late 20s living in the Vietnamese-Australian community known as Little Saigon. She is determined to leave behind her troubled past and build a better future for herself. However, her plans take an unexpected turn when she becomes entangled in a dangerous drug deal.

Tracy works at a local video store and dreams of opening her own business one day. She is in a committed relationship with a former criminal, Jonny, who is now working as a fitness trainer. Tracy's older brother, Ray, is a respected member of the community and owns a restaurant.

Tracy's past revolves around her addiction to drugs, which led to a dark period in her life. She managed to overcome her addiction through the support of her loved ones and a rehabilitation program. However, the scars of her past continue to haunt her.

When Tracy's ex-boyfriend, Lionel, returns to town, he rekindles her appetite for drugs by introducing a new and potent type of drug known as "Blue Heaven."
