After LAPD officer Roger Mortis is killed in the line of duty, his body is brought to the morgue where it is mysteriously reanimated. He wakes up in disbelief, wondering how he is still alive. Roger soon discovers that his reanimation is connected to a series of armed robberies committed by reanimated corpses known as "the Rotten Ones."
Teaming up with his wisecracking partner, Doug Bigelow, who is determined to solve the case and find his friend's killer, Roger embarks on a mission to uncover the truth behind these reanimations. They learn that Dante Laboratories, a biotechnology company, is behind the creation of the zombies. Their head, Dr. Ernest McNab, has found a way to bring the dead back to life and control them, attempting to use them as an unstoppable army to carry out heinous crimes.
As Roger and Doug dig deeper, they encounter both human criminals and reanimated zombies. They discover that Dante Laboratories has been involved in a secret experiment using a serum called Trioxin 245, capable of reviving the dead. However, the serum has unintended consequences, turning the reanimated beings into mindless killing machines with a limited timeframe before they decompose completely.
While investigating, Roger and Doug also encounter a seductive female zombie known as "Runway," who seems to retain some of her human consciousness and helps them uncover the truth. The duo engages in numerous intense shootouts, chases, and battles with the relentless Rotten Ones, facing gruesome encounters along the way.
As they approach the truth, Roger begins to realize that he is slowly decaying due to his reanimation, with limited time left until he becomes completely dead again. Determined to put an end to Dante Laboratories' nefarious plans, Roger and Doug confront Dr. McNab in an epic showdown, fighting against hordes of zombies.
