In the movie The Rocketeer, set in 1938 Los Angeles, Cliff Secord, a young and daring stunt pilot, becomes the accidental owner of a top secret prototype rocket-pack. The rocket-pack was created by Howard Hughes and stolen from him by the sinister actor, Neville Sinclair, who is secretly a Nazi spy.
With the help of his mechanic friend and mentor, Peevy, Cliff modifies the rocket-pack and decides to use his newfound abilities for good. He adopts the alter ego "The Rocketeer" to help protect his girlfriend, aspiring actress Jenny Blake, who unknowingly possesses a unique and powerful rocket-jetpack prototype hidden by her late father.
Meanwhile, the FBI has been on the trail of the stolen rocket-pack, mainly suspecting Cliff's involvement due to his connection to a stolen airplane. Agents, including the experienced and ambitious agent, Neville Sinclair, go after Cliff and try to retrieve the rocket-pack.
As The Rocketeer becomes a hero and gains attention, Sinclair takes a particular interest in Jenny and begins pursuing her romantically to manipulate her for her father's rocket-jetpack. Sinclair's true motives are finally revealed when it becomes clear he is working for the Nazis and plans to use the rocket-pack to aid their cause.
Cliff, fueled by his love for Jenny and his determination to do what's right, must stop Sinclair from delivering the rocket-pack to the Nazis. With the help of his friends, including Peevy, a fellow stunt pilot named A. O. Fitch, and a small group of mobsters-turned-friends, Cliff embarks on a thrilling adventure to save the day.
In an epic climax, The Rocketeer confronts Sinclair atop the famous Griffith Observatory. A fierce battle ensues, resulting in Sinclair's demise as he falls from the observatory's Zeppelin. Eventually, Cliff is able to secure the rocket-pack and ensures it remains in safe hands.
