In a dystopian future, where apes are enslaved and treated as second-class citizens, Caesar (played by Roddy McDowall), the intelligent and empathetic son of Cornelius and Zira, emerges after years of hiding. He had witnessed his parents' tragic deaths but managed to escape and find refuge amongst sympathetic humans.

Caesar has been raised and educated by Armando (played by Ricardo Montalbán), a circus owner who teaches him about human society and instills in him a strong sense of justice and equality. Armando warns Caesar to keep his true nature as an evolved ape hidden, fearing for his safety.

As Caesar starts to experience the heavy burden of ape oppression firsthand, he becomes increasingly restless and agitated. He witnesses the brutal treatment of apes in various establishments, enduring violence, humiliation, and even death. This ignites a desire for revolution within him, and he realizes that he must take a stand against the oppressive human society that has enslaved his species.

Caesar starts to organize and unite his fellow apes, convincing them to rise up against their human oppressors. They begin by silently sabotaging the city's infrastructure, spreading chaos and discontent. As the unrest grows, the authorities become increasingly worried, employing tighter security measures and curfews to maintain control.

With the help of a small group of sympathizers and within the cover of darkness, Caesar leads a full-scale revolt against their human captors. The apes overpower the police and military forces, claiming victory. In the process, some humans ally with the apes, recognizing the injustice of their previous treatment.

However, the revolution comes at a heavy cost. During the chaos, numerous lives are lost, both human and ape. Caesar grapples with the need for vengeance while trying to maintain a moral high ground. Although his ultimate goal is ape liberation, he seeks to ensure that the conflicts end without complete annihilation.

As the revolt intensifies, the government's response becomes increasingly ruthless, leading to a final confrontation between Caesar and the Governor Breck (played by Don Murray), the man responsible for the oppressive system, who is determined to maintain control at any cost.

In the climactic battle, Caesar manages to overpower the governor but chooses not to kill him, instead opting to show mercy. He believes that by displaying compassion, the apes can rise above the cruelty inflicted upon them and build a society built on fairness and equality.

With the government's hold shattered, Caesar becomes the de facto leader of the ape community. He establishes a new order, ensuring that humans and apes can coexist peacefully, free from the chains of oppression. The movie ends with Caesar declaring that while the revolution is over, the struggle for freedom and equality is just beginning.
