In the movie "Surveillance," an FBI agent named Sam Hallaway investigates a series of gruesome murders committed by a mysterious serial killer. With limited leads and a lack of evidence, Sam finds himself at a dead end in the case. However, a chance encounter with three potential victims offers a glimmer of hope in solving the crime.

The first would-be victim is a young woman named Elizabeth. She claims to have been hitchhiking with her husband, Johnny, when they were picked up by a sinister-looking man. Elizabeth tells the FBI agent that they both managed to escape from their captor's clutches, but her husband went back to save another victim they found in the trunk of the killer's car.

The second victim, a middle-aged man named Bob, seems slightly unhinged and unreliable. He tells a completely different story, claiming that the killer is an innocent man framed by the FBI. Bob insists that he knows the true identity of the actual murderer and suggests that Sam is missing crucial information.

Lastly, the third victim is Stephanie, a rebellious teenage girl with a troubled past. Stephanie insists that she has a personal connection to the serial killer, vaguely mentioning a sinister bond between them. Her fragmented narrative and ambiguous behavior make it difficult for Sam to trust her story entirely.

As Sam interrogates each of them, he realizes that all three accounts have inconsistencies and contradictions. Frustrated but determined, he begins to suspect that the real killer might be closer than he initially thought. The plot thickens as the FBI agent uncovers a web of deception, betrayal, and dark secrets that challenge his perception of the case.

Throughout the movie, intense psychological mind games and unexpected plot twists keep the audience guessing about the true identity of the serial killer. As Sam pieces together the fragmented stories, he must confront the possibility that the three victims might have ulterior motives or hidden connections to the perpetrator.

As the investigation unfolds, Sam's own psychological state is tested, blurring the line between the hunter and the hunted. In a climactic sequence, the truth is finally revealed, exposing the shocking reality behind the serial killer's motivation and the convoluted relationships between the victims.

In the end, the film leaves the audience questioning the nature of truth, the reliability of eyewitness accounts, and the ambiguous nature of justice in a dark and complex world.
