In the movie City of Ghosts, the con man named Jimmy Cremming, played by Matt Dillon, travels to Cambodia to collect his share of a large insurance scam. His partner, and mentor in the scam, Marvin, played by James Caan, dies in a car accident in Thailand before they can divide the money. Jimmy believes he can collect Marvin's share and disappear into the exotic lifestyle that Southeast Asia offers.

Once in Cambodia, Jimmy realizes that the country is still reeling from the devastating aftermath of the Khmer Rouge regime. He meets a beautiful local woman named Sokvannara, played by Natascha McElhone, who helps him navigate the cultural and political complexities of the city.

As Jimmy delves deeper into his investigation, he discovers that the insurance scam was not as simple as he first believed. He uncovers a web of corruption involving an American expatriate businessman named Kaspar, played by Gerard Depardieu. Kaspar is involved in both insurance fraud and illegal antiquities trafficking, using Cambodia's chaotic post-war environment to his advantage.

Driven by curiosity and a desire for revenge against Kaspar, Jimmy starts unraveling the intricate layers of deceit and betrayal surrounding the scam.
