In the movie Thunderheart, the central character is Special Agent Ray Levoi, a young, ambitious FBI agent with Sioux heritage. Levoi is tasked with investigating a homicide on the fictional Pine Ridge Reservation in South Dakota. The victim is a Lakota Sioux resident named Leo Fast Elk, who was known for advocating for the rights of his people.

Upon arriving at the reservation, Levoi is initially met with skepticism and resistance by both the local law enforcement and the Native American community. He is assigned to work alongside the seasoned tribal police officer, Walter Crow Horse, who is distrustful of the FBI.

As Levoi delves deeper into the investigation, he uncovers a web of corruption involving the local mining company, which has been exploiting the reservation's resources and causing environmental damage. He also discovers evidence of an FBI cover-up related to an incident during the 1970s, known as the Oglala shootout, which resulted in the deaths of several Native Americans.

During his journey, Levoi starts experiencing visions and dreams that connect him to his ancestral identity and the spirits of his Sioux ancestors. As he becomes more attuned to his heritage, Levoi begins to embrace his Native American roots and traditions.

With the help of Crow Horse and a powerful tribal elder named Grandpa Sam Reaches, Levoi unravels the truth behind the murder and successfully brings the culprits to justice. Throughout the investigation, Levoi not only solves the crime but also undergoes a personal transformation, reconnecting with his cultural heritage and accepting his role as a bridge between two worlds - the FBI and the Native American community.
