In Observe and Report, Ronnie Barnhardt (played by Seth Rogen) is an overweight, socially awkward, and delusional mall security guard at Forest Ridge Mall. Ronnie takes his job very seriously and believes himself to be the self-proclaimed "king" of the mall.

When a flasher begins terrorizing shoppers by exposing himself, Ronnie sees this as his opportunity to prove himself as a real cop and take down the criminal. Despite his inexperience and lack of training, Ronnie becomes obsessed with catching the flasher and bringing him to justice.

In the midst of his investigation, Ronnie develops a romantic interest in Brandi (played by Anna Faris), a makeup counter employee at the mall. Brandi is superficial and self-absorbed, but Ronnie sees her as his ideal woman, hoping to impress her with his heroic actions.

While Ronnie becomes increasingly obsessed with his pursuit of the flasher, a grizzled and cynical police detective named Harrison (played by Ray Liotta) is assigned to the case. At the same time, Ronnie begins to struggle with his own personal issues, such as his relationship with his alcoholic mother and his own anger management problems.

Ultimately, Ronnie identifies the flasher as an eccentric mall kiosk worker named Saddamn (played by Aziz Ansari). In a climactic showdown, Ronnie takes on Saddamn, resulting in a violent and chaotic confrontation. The outcome of this showdown ultimately shapes Ronnie's perception of himself and his place in society.
