In the movie Mulholland Falls, set in the 1950s Los Angeles, a group of four police detectives forms a special unit called the "Hat Squad" within the LAPD. The team, led by the authoritative and relentless Max Hoover (played by Nick Nolte), comprises Eddie Hall (played by Michael Madsen), Arthur Relyea (played by Chris Penn), and recent addition Ellery Coolidge (played by Chazz Palminteri).

Their primary focus is to maintain law and order in the city, fighting against corruption and organized crime. However, their world is turned upside down when they investigate the murder of a young woman named Allison Pond (played by Jennifer Connelly). Allison's body is discovered in a remote location near Mulholland Drive, and her tragic demise deeply affects the detectives.

As the Hat Squad delves deeper into the investigation, they uncover a web of conspiracy involving powerful individuals, including corrupt landowner General Thomas Timms (played by John Malkovich) and mob boss Mickey Cohen (played by Treat Williams). The group navigates through a labyrinth of cover-ups, political intrigue, and personal struggles, all while dealing with their own demons and desires.

Along the way, Max becomes romantically involved with Timms' enigmatic and seductive girlfriend, Katherine (played by Melanie Griffith). This complicates matters further, testing Max's loyalty to his team and blurring the lines between right and wrong.

As the Hat Squad gets closer to the truth, they face immense pressure from higher authorities to halt their investigation, leading to clashes with the FBI and an Internal Affairs officer named McCafferty (played by Bruce Dern).
