In the late 1960s, iconic actress Jean Seberg emerges as a prominent supporter of the civil rights movement in Los Angeles. During this time, the ambitious young FBI agent Jack Solomon is assigned to investigate Seberg, believing her involvement in the movement may be a threat to national security.

Solomon begins surveilling Seberg and her circle of activist friends, including her romantic involvement with civil rights activist Hakim Jamal. As the investigation intensifies, Solomon becomes increasingly conflicted about the ethics behind his orders.
