The story revolves around Mirza Chunnan Nawab, an elderly and cunning man who is the owner of a crumbling haveli (mansion) in Lucknow. Mirza is constantly engaged in legal battles and disputes with his tenants, particularly Bankey Rastogi, a stubborn and hot-tempered middle-aged man, who lives in one of the rented rooms of the haveli along with his family.

Mirza, desperate to find a way to get Bankey and his family evicted, hatches a plan to sell the haveli to the Archaeological Survey of India (ASI) as a heritage property. Meanwhile, Bankey and his friends discover Mirza's plan and they vow to stop him at any cost.

Both Mirza and Bankey engage in a series of cat-and-mouse games, each trying to outsmart the other. Along the way, the film explores the greed, ambition, and the lengths people would go to fulfill their desires.

As tensions between Mirza and Bankey escalate, Gulabo Sitabo, the local folklore puppet show characters after whom the film is named, serve as a metaphor for the relationship between the two protagonists. Just like the puppet characters who are always quarreling, Mirza and Bankey are constantly at odds with each other, leading to a hilarious and chaotic situation.

However, as the plot unfolds, the film delves deeper into the lives of Mirza and Bankey, showcasing their vulnerabilities, dreams, and desires. It ultimately becomes a commentary on the human condition, reflecting the struggles and aspirations of the common man in contemporary society.
