In the movie Khartoum, set in the 1880s, General Charles George Gordon (played by Charlton Heston), is assigned by the British Prime Minister to the position of military governor of Anglo-Egyptian Sudan. His primary mission is to oversee the evacuation of Egyptian troops and civilians from the Sudan, as Egypt intends to abandon it due to financial constraints and growing religious tensions.

However, despite the evacuation order, Gordon decides to stay in the city of Khartoum to protect its inhabitants, who are predominantly non-Muslim Sudanese. He becomes aware that the forces of self-proclaimed Mahdi, a Muslim religious leader named Muhammad Ahmad (played by Laurence Olivier), who believes he is the redeemer of Islam, are rapidly advancing towards Khartoum.

Gordon tries to rally the local Sudanese to defend themselves against the Mahdi's army, as well as sending urgent messages to the British government for immediate military support. Initially, he faces resistance from the local tribes who fear reprisal from the Mahdi's forces, but slowly he gains their trust and support.

As the siege of Khartoum continues, tensions rise within the city walls, and the people face scarcity of supplies and frequent attacks from the Mahdi's forces. Meanwhile, in Britain, politicians and military officials debate over whether to rescue Gordon or withdraw entirely from the Sudan.

Throughout the movie, the relationship between Gordon and the Mahdi is explored, with occasional meetings between the two leaders. They engage in philosophical and political debates, revealing their differing views on religion, war, and civilization.

Ultimately, with no reinforcements arriving and the situation deteriorating, Khartoum falls to the Mahdi's forces. The film concludes with the iconic scene where General Gordon is seen standing alone on the steps of his palace, refusing to surrender and fighting until his death. This depiction is based on historical events, as General Gordon did indeed perish during the fall of Khartoum.
